Government & Official Records

Congressional testimony, federal investigation records, executive directives, and official agency reports. These form the evidentiary backbone of the UAP disclosure narrative.

[G01]GOVT / OFFICIAL
Project Blue Book — Final Report
U.S. Air Force (1969)
The Air Force's official 22-year investigation into UFO reports. Concluded most sightings were misidentifications or hoaxes, but left a residue of unexplained cases. Declassified and available via the National Archives.
[G02]GOVT / OFFICIAL
FBI Investigation into Cattle Mutilations — Operation Animal Mutilation
Federal Bureau of Investigation / Kenneth Rommel (1979)
The FBI's official investigation, commissioned after Senator Harrison Schmitt's request. Rommel's final report concluded natural predation explained most cases. Critics noted the investigation's geographic and temporal scope was deliberately narrow.
[G03]GOVT / OFFICIAL
Unidentified Aerial Phenomena — Preliminary Assessment
Office of the Director of National Intelligence (ODNI) (2021)
The landmark June 2021 ODNI report that acknowledged 144 UAP reports from U.S. government sources between 2004–2021. Confirmed 18 cases demonstrated 'unusual UAP movement patterns or flight characteristics.' Marked the beginning of the modern disclosure era.
[G04]GOVT / OFFICIAL
Annual Report on Unidentified Aerial Phenomena
All-domain Anomaly Resolution Office (AARO) (2023)
AARO's first public annual report. Documented over 800 cases in the active database at time of publication. Introduced the multi-sensor corroboration standard and acknowledged a residue of genuinely anomalous cases.
[G05]GOVT / OFFICIAL
AARO Caseload Exceeds 2,000 — Secretary Hegseth Briefing
Department of Defense / Pete Hegseth — DefenseScoop (February 2026)
Secretary Hegseth confirmed in February 2026 that AARO's active caseload had exceeded 2,000 reports. Significant because it represented a near-tripling of the publicly acknowledged caseload within 18 months.
[G06]GOVT / OFFICIAL
Executive Directive on UAP File Declassification
President Donald J. Trump (February 19, 2026)
Trump's executive directive ordering the declassification and release of UAP-related government files. As of March 2026, the directive had not produced any actual file releases due to inter-agency classification review bottlenecks.
[G07]SWORN TESTIMONY
Congressional UAP Hearing — September 2025
U.S. House of Representatives Oversight Committee (September 2025)
The second major Congressional UAP hearing. Featured testimony from military whistleblowers including accounts of transmedium UAP behavior, a Hellfire missile video showing an unidentified object maneuvering in ways inconsistent with known aircraft, and testimony from witness Wiggins describing craft transitioning between air and water without deceleration.
[G08]GOVT / OFFICIAL
Immaculate Constellation — Alleged SAP Program Documentation
Whistleblower disclosure / Congressional record (2024–2025)
A Special Access Program allegedly dedicated to UAP retrieval and reverse engineering, referenced in whistleblower testimony and Congressional briefings. The name entered the public record through David Grusch's testimony and subsequent Congressional follow-up. The program's existence has not been officially confirmed or denied.
FILE 02

Congressional Testimony

Sworn testimony from military officers, intelligence officials, and whistleblowers before Congress. These statements carry legal weight — false testimony constitutes perjury.

[T01]SWORN TESTIMONY
Testimony of David Grusch — House Oversight Committee
David Grusch, former NRO officer and AARO representative (July 26, 2023)
Grusch testified under oath that the U.S. government possesses 'non-human intelligence' craft and biological material. Stated he had been denied access to programs he was legally entitled to review. His testimony triggered the formal Congressional investigation that led to the 2025 hearing.
[T02]SWORN TESTIMONY
Testimony of David Fravor — House Oversight Committee
Commander David Fravor, U.S. Navy (Ret.) (July 26, 2023)
Fravor described the 2004 USS Nimitz encounter in detail under oath. Described a white Tic-Tac shaped object approximately 40 feet long with no visible propulsion, no wings, no exhaust, that mirrored his aircraft's movements and then accelerated to beyond visual range instantaneously.
[T03]SWORN TESTIMONY
Testimony of Ryan Graves — House Oversight Committee
Ryan Graves, former U.S. Navy F/A-18 pilot (July 26, 2023)
Graves testified that UAP encounters were 'not rare or isolated' in his squadron's operational area off the Virginia coast. Described objects holding stationary position against 120-knot winds, then accelerating to hypersonic speeds. Founded Americans for Safe Aerospace to aggregate pilot reports.

Academic & Scientific Research

Peer-reviewed studies, scientific investigations, and academic analyses of UAP and related anomalous phenomena.

[A01]ACADEMIC
Unexplained Aerial Phenomena: A Scientific Perspective
Avi Loeb, Harvard Department of Astronomy (2021–2023)
Loeb's Galileo Project applies rigorous scientific methodology to UAP investigation, deploying multi-sensor arrays to collect calibrated data. His approach — treating UAP as a legitimate scientific question rather than a fringe topic — has been influential in shifting academic discourse.
[A02]BOOK
Hunt for the Skinwalker: Science Confronts the Unexplained at a Remote Ranch in Utah
Colm Kelleher & George Knapp (2005)
Documents the National Institute for Discovery Science (NIDS) investigation of Skinwalker Ranch. Kelleher's biochemistry background informs the cattle mutilation analysis — his hypothesis that the specific organs removed match standard prion disease surveillance protocols is one of the most credible non-alien explanations for the phenomenon.
[A03]ACADEMIC
Cattle Mutilations and the Prion Disease Monitoring Hypothesis
Colm Kelleher, National Institute for Discovery Science (2001)
Kelleher's analysis of the specific organs removed in cattle mutilation cases — tongue, lymph nodes, genitals, rectum, eyes — matches the standard tissue sampling protocol for BSE (mad cow disease) and scrapie surveillance. The hypothesis that a covert government program was monitoring the food supply for prion disease contamination remains one of the most evidence-consistent explanations.

FILE 05

Historical Case Records

Primary case documentation from foundational incidents in the UAP and cattle mutilation literature.

[H01]PRIMARY
The Snippy Case — Alamosa, Colorado
Various investigators / Berle Lewis (owner) (September 1967)
The first widely publicized cattle mutilation case. Snippy the horse was found with her head defleshed to bare bone, no blood within a 100-foot radius, a strong medicinal smell, and small holes punched in the ground. The Condon Committee investigated and dismissed the case. Two college students later confessed to shooting the horse, but the defleshing and other anomalies remained unexplained.
[H02]GOVT / OFFICIAL
Colorado Bureau of Investigation — Cattle Mutilation Report
Colorado Bureau of Investigation (CBI) (1975)
The CBI investigated 203 cattle mutilation reports in Colorado in a single year during the peak of the 1970s wave. The scale of the phenomenon — 8,000 reported cases in Colorado alone — forced official acknowledgment even as official explanations remained inadequate.
[H03]GOVT / OFFICIAL
Senator Harrison Schmitt Letter to the FBI
Senator Harrison Schmitt (R-NM) (1979)
Senator Schmitt wrote to the FBI documenting 130 cattle mutilation cases across Colorado and eight other states, requesting federal investigation. The FBI initially declined jurisdiction before eventually commissioning the Rommel investigation.
[H04]GOVT / OFFICIAL
The USS Nimitz Encounter — Official Navy Records
U.S. Navy / Commander David Fravor (November 2004)
The most thoroughly documented UAP encounter in the public record. The object was tracked by the USS Princeton's SPY-1 radar for two weeks before the intercept. The FLIR video was officially released by the Pentagon in April 2020. The object demonstrated instantaneous acceleration, stationary hover, and transmedium capability.
[H05]GOVT / OFFICIAL
The Dugway Proving Ground Sheep Kill — Classified for 30 Years
U.S. Army / Department of Defense (March 1968 (declassified 1998))
The Army secretly killed 6,000 sheep near Dugway Proving Ground, Utah, during a nerve agent test and denied responsibility for 30 years. Directly relevant to the cattle mutilation analysis: it demonstrates that the U.S. government was capable of covert biological programs in the same geographic region and era as the mutilation wave, and willing to deny them for decades.
FILE 06

Disinformation & Counterintelligence

Documented cases where government actors deliberately promoted or amplified the alien explanation for UAP and cattle mutilations as a cover for classified programs.

[D01]PRIMARY
The Aviary — AFOSI Disinformation Operations
Richard Doty, Air Force Office of Special Investigations (AFOSI) (1980s)
Richard Doty, an AFOSI agent, admitted to deliberately feeding false UFO information to civilian researchers — including Paul Bennewitz — to discredit legitimate investigation of classified programs at Kirtland Air Force Base. The operation was later corroborated by a declassified CIA document. Doty admitted this publicly at a MUFON conference in 1989.
[D02]BOOK
The Bennewitz Affair
Mark Pilkington — Mirage Men (book and documentary) (2010)
Documents the AFOSI operation against Paul Bennewitz, an Albuquerque businessman who was monitoring genuine classified signals from Kirtland AFB. Intelligence agents fed him increasingly elaborate UFO disinformation until he suffered a mental breakdown. The case is the most thoroughly documented example of government actors using the alien narrative as a cover story.
[D03]BOOK
UFOs and the National Security State
Richard Dolan (2002)
A comprehensive historical analysis of the relationship between the U.S. national security apparatus and the UFO phenomenon from 1941 to 1973. Documents the systematic suppression of UAP information and the use of ridicule as a policy tool.
